Dr. Cobb received her graduate degree in psychology from the University of Vermont and completed a fellowship in Child Clinical Psychology at the John Hopkins University School of Medicine: John F. Kennedy Children's habilitation Center.

Since moving to Richmond, Dr. Cobb has been the Clinical Supervisor, Behavioral Services Unit, Reception and Diagnostic Center and Bon Air Learning Center within the State Department of Corrections Youth Region; the Director of the Department of Child and Adolescent Psychology at Children's Hospital; and the Director of Child Development Services within the Virginia Department of Health.
Dr. Cobb is an expert in the diagnosis and treatment of development, learning, and attention disorders, as well as personal and psychological problems associated with chronic medical conditions.
